Dawn has over 28 years of site location, incentives, and economic development consulting experience. She is considered an industry expert in negotiated incentives and managed compliance. Dawn's focus is securing statutory and discretionary incentives and managing long term compliance for her clients. Before starting D.E. Baetsen & Associates LLC ("Baetsen Associates"), she co-founded and managed Atlas Insight, LLC based in New Jersey. Dawn was also the Midwest Regional Practice Leader in the Business Location Incentive and Site Selection group at BDO Seidman, and was formerly Managing Director of the Michigan Economic Development Corporation's Global Attraction Division. Throughout her career Dawn has assisted numerous companies, large and small, with their site selection and incentive needs. Dawn also assists economic development organizations with developing and implementing economic development strategies conducting on-site case studies that simulates a community's assessment by site consultants.

Dawn also assists government agencies with their business attraction and retention policies, and has helped write and implement incentive legislation. She has authored numerous articles for various trade publications and is a frequent guest speaker for numerous state and local economic development agencies and CPA groups. Dawn currently sits on the Michigan Certified Business Park Committee with the Michigan Economic Developers Association, and is a member of the International Economic Development Council, Association for Corporate Growth, National Brownfield Association, and Council of Real Estate Women.
